DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Workforce Innovation and Development (WID) team is dedicated to supporting the operations and employees of HAS. WID (formerly Human Capital Management) exists to prepare the workforce of today for the needs of the department tomorrow. To that end, WID serves as an internal resource for all HAS divisions and as a liaison for the department with COH Shared Services (HR and Payroll). WID works to provide a positive experience department-wide and assist in all efforts to grow, develop, and effectively management the HAS workforce.
The Staff Analyst (Functional/Business Skills Specialist) will plan, manage, oversee, and facilitate functional and business skills training while monitoring the specific training needs for Houston, Hobby airport. In addition, the position is responsible for the scheduling and coordination budgetary maintenance, and overall logistical execution of enterprise contracts and service agreements with outside vendors and associations. The Staff Analyst acts as a liaison to the compliance analyst to track and ensure compliance training; designs course curriculum and learning experiences focused on competency-based outcomes. Confers with Workforce Learning Partners on needs analysis, design, development and evaluation of training needs for employees. Maintains training program documentation as required by internal practices and organizational processes and procedures. Formulates and develops plans, procedures and programs to address competency gaps. Organizes and develops training manuals, job aids, reference libraries, testing, evaluation procedures, multimedia visual aids and other educational materials.
The responsibilities of the Staff Analyst include, but are not limited to:

Investigates and makes recommendations for addressing issues of medium complexity and/or sensitivity.

May be assigned management responsibilities on a limited basis for certain functions, units or programs.

Compiles data, produces information and interprets results through conclusion or recommendation formulation. Develops reports, special documents or publications as assigned.

Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of simple to medium complexity.

Represents supervisor at meetings and functions generally to gather information.

Handles highly confidential information.

Prepares, edits and revises department policy and procedure manuals. Responds to correspondence, requests for information, etc. as assigned by supervisor.

May participate in the development of management and administrative policies, procedures and master plans with both short and long term objectives. Analyzes and reviews management practices and procedures and develops recommendations for improvement.

Negotiates solutions for problems of simple to medium complexity as assigned by supervisor.

Interprets administrative policies these policies. and oversees communication with department personnel regarding.

Participates in evaluation and design of workflow, processes, various operations systems, etc.

Develops technological solutions and systems for continuous improvement programs and other appropriate applications.
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Business Administration, Public Administration, or a closely related field.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year for year basis.
EXPERIENCE REQUIREMENTS
Three years of professional administrative, financial, or analytical experience related to the type of work being performed are requires.
Directly related professional experience may be substituted for the education requirement on a year-to-year basis.
