Job Description:

Business Oregon is currently hiring a permanent Business Finance Officer (Loan Specialist 3). Are you someone who aspires to make Oregon businesses thrive? We have an incredible opportunity for you to utilize your skills in business finance to help Oregon businesses succeed.

Due to COVID-19 this position is working remotely. Once we are able to return to the office, this position will reside in the Portland office.

What you will do!

As a Business Finance Officer, you will:

  • Analyze request for financial assistance and structure financing proposals that will be most feasible and beneficial to the applicant and community.
  • Be able to present certain credit requests and reports to the Business Oregon Finance Committee and external boards and committees such as the Oregon State Treasury’s Private Activity Bond Committee.
  • Administer and market the Oregon Business Development Fund; Credit Enhancement Fund; Oregon Royalty Fund, Entrepreneurial Development Loan Fund and more.
  • Participate as a business finance expert assigned to the greater Portland Metro geographic area (Clackamas, Columbia, Multnomah, and Washington Counties) working as a team with other Business Oregon regionally assigned staff and various economic development partners.
  • Travel frequently to meetings within the assigned region and to meetings in the Salem area with occasional travel to other regions of the state that may require overnight stay.
  • Administration of the department’s finance programs.
  • Participate in the development of administrative rules, legislative concepts, program and policy development, marketing materials and preparation of state and federal reports.
  • Manage cash flow, fund balances and keep records of concepts, application and awards for assigned projects and/or programs.

What you need to qualify…

  • A Bachelor’s degree in Business Administration, Economic, Finance, Accounting, or related field AND three years experience analyzing and underwriting residential, commercial, or public sector loans; or three years experience in economic or community development, project development, or as a business finance officer; OR
  • A Bachelor’s degree in other fields with an MBA, MPA, or MA in Management with an emphasis in general accounting, cost accounting, financial accounting, financial reporting, financial intermediation, finance, or marketing AND two years experience at the level of a business finance officer or senior loan officer; OR
  • Any combination of experience and education deemed acceptable for satisfactory job performance to the appointing authority.

The ideal candidate will possess the following skills:

The candidates whose experience most closely matches the qualifications and requested skills of this position may be invited to interview. We are looking for qualified applicants whose work experience most closely demonstrates the following:

  • Direct experience with Commercial & Industrial financial and credit analysis, public and private lending, generally accepted accounting principles, and making sound and prudent credit recommendations.
  • Working independently through the following tasks for Commercial & Industrial projects seeking financing: determining project eligibility based on program requirements; reviewing financial statements; preparing sound and prudent credit risk analysis; presenting loan requests to Business Oregon’s Finance Committee; preparing and executing loan documents; securing collateral throughout the life of the loan; processing modifications; working out troubled loans; and, pursuing collections and recoveries as necessary.
  • Experience with private Commercial & Industrial working capital, equipment, and real estate credit programs including knowledge and understanding of local, state and federal government statutes, rules and regulations specific to the Commercial & Industrial financial services industry.
  • Possession of Commercial & Industrial financial skills in analysis, research, marketing, networking, training, written communication, and verbal communication, including making presentations to groups of various sizes and acumen.
  • Ability to work with department heads and elected officials, CEO’s and CFO’s of firms, accountants, lawyers, engineers, bankers, economic development organizations and other professionals as appropriate on a daily basis.
  • Experience with Commercial & Industrial financing programs including secondary/higher risk lending, subordinate lending, loan insurance programs, loan loss reserves, private activity bonds, revenue bonds, tax credits, and financial incentives.
  • Experience, knowledge and ability using computer software spreadsheet and financial analysis programs such as Word, Excel, and Loan Ledger or other loan or lending software.

What Business Oregon does

Oregon Business Development Department (Business Oregon) employs approximately 135 employees who carry out the agency mission, “Business Oregon invests in Oregon businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy.” The Operations and Finance Division serves every part of the department and includes all central administrative services; it also includes the Business Finance and Public Finance programs. The Operations sections include: Employee Services; Fiscal and Budget Services; Technology Services; and Policy, Rules, Audits, and Contracts.

Within the Operations and Finance Division, the Finance Section partners with businesses, financial institutions, local economic development groups, and technical service provides to aide with retention, expansion and recruitment opportunities for Oregon based businesses. Assistance includes services such as direct loans, loan insurance (guarantees), loan participations, conduit bond financing, business retention and expansion services, and referrals to technical assistance providers. Programs administered and coordinated by the Finance Section include the Oregon Business Development Fund, Credit Enhancement Fund, Industrial Development Revenue Bonds, Oregon Royalty Fund, Entrepreneurial Development Loan Fund, Capital Access Program, Business Retention Services Fund, Industry Competiveness Fund, Governor’s Strategic Reserve Fund, Brownfield Fund, Special Public Works Fund, Water/Wastewater Fund, Port Revolving Fund, and Immediate Opportunity Fund.

  • PERS – This is a PERS qualifying position. After a six month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process. This position is a permanent, full time position and is not represented by a union.
