Job Summary
The DOT, Driver Compliance & Substance Abuse Program Administrator is responsible for supporting the Company’s DOT, Driver Qualification and Substance Abuse Programs in both the United States and Canada. Provides internal support to all levels within the Company regarding the above-mentioned programs, as well as external support to third-party vendors and clients. Position reports to the Manager, DOT, Driver Compliance & Substance Abuse Program.
Essential Functions
Actively supports the Company’s commitment to safety and its “Core Values.”
Represents the Company at all times with high moral standards while adhering to the Company’s “Code of Business Conduct and Ethics.”
Administers driver qualifications and training for all vehicles and mobile equipment company wide.
Provides administration of MVR process and Matrix Operator Card Program for all Matrix drivers.
Maintains DOT driver files and accident register.
Tracks test results, collects documents, enters data, and files information in an audit ready style. Stores and retains testing and training records according to DOT requirements, ensuring test results and sensitive employee information is kept confidential.
Partners with HSE and HR on day-to-day substance abuse matters. Manages DOT requests as needed in partnership with HSE. Receives unfavorable testing results and partners with HR to take the appropriate action.
Ensures compliance with the Company’s Substance Abuse Program and coordinates random testing in partnership with third-party vendors based on organizational compliance (including DOT and non-DOT compliance). Reviews and audits drug and alcohol records and drug pools to ensure compliance.
Oversees pre-employment, post-incident and reasonable suspicion testing issues that may arise, coordinating post-incident/reasonable suspicion testing during business hours and after hours as needed. Working closely with HSE and HR personnel, ensures immediate action is taken on non-compliance issues, policy and/or DOT violations and disqualifications from employment for external candidates. Ensures appropriate communications with required DOT information are sent to DOT candidates.
In cooperation with HSE and HR personnel, works with employees and the Company Medical Review Officers (MROs) to maintain confidentiality and remedy questionable matters that arise.
Coordinates reasonable suspicion training and other drug and alcohol related training as needed.
Reviews and prepares reports and audits, including quarterly and annual statistics.
Manages high volume of emails and telephone communication with all levels of the Company to ensure accurate and full compliance with the Substance Abuse Program.
Reviews and approves drug and alcohol testing invoices.
Performs other duties and responsibilities as required.
Qualifications
Bachelor’s degree in HR, HSE or Business with 0 – 1 year of administration experience, or equivalent combination of education /experience in the construction or oil & gas industry if no degree.
Ability to handle confidential Company and human resources issues and develop solutions to maintain and administer protected information.
Strong attention to detail with a high level of professionalism, customer service and confidentiality.
Ability to work under pressure to achieve 100% accuracy while meeting inflexible deadlines.
Demonstrated ability to clearly and effectively communicate both orally and in writing.
Excellent computer skills with strong knowledge of MS Excel and the Microsoft Office Suite with the ability to run reports and do analysis.
Ability to handle significant volume of calls and emails and respond in a timely manner during business and nonbusiness hours of operations.
