Responsibilities of the Program Manager I:**
The Operations and Business Analyst (Program Manager I) analyzes data and policies. This position provides management with objectively based information for making decisions on administrative policy and programmatic and management aspects of the agency. This position interprets policies, procedures, and data to aid in management decisions and assists the Deputy Director/General Counsel in review of institutional data and project submittals. The duties of this position include but are not limited to the following:
Support the work of the President and Executive Director (Agency Head), the Deputy Director/General Counsel, Division Directors, and other commission staff with data analytics and/or financial analysis.
Prepare or update and submit state/national reports and dashboards related to SC higher education as statutorily required, or otherwise as assigned by the Deputy Director/General Counsel. The purpose of these reports is to inform commissioners, the governor, legislators, institutions and others about the status/trends of public higher education enrollment, degrees, scholarship/grant awards, tuition/fees, financial, facilities and faculty data.
Assist the Deputy Director/General Counsel in initial review of permanent improvement project and lease requests from public institutions of higher education. Coordinate with public institution facility officers to develop an understanding and inform the Deputy Director/General Counsel of projects that will be before the Committee on Finance and Facilities.
Analyze, interpret and research policies, procedures and data. Make recommendations of new policies/procedures and/or revisions to existing policies/procedures in order to ensure successful service.
Perform other duties as assigned including participating in special task forces, serving on external boards, panels, organizations and advisory committees as well as representing the Agency at meetings and functions as necessary.
Minimum and Additional Requirements
Minimum Requirements: A MBA, MPP, MPA or other Master’s degree with experience in accounting, finance, business or economics.
Additional Requirements: Ability to extract and organize data from various sources, prepare reports and make oral/written presentations. Ability to query data and present it in a manner necessary for further analysis; proficient in basic financial analysis from ratio analysis to simulations. Ability to research and analyze a policy topic and present and report it in a concise manner to management. Ability to review project or data submittals from higher education institutions and concisely summarize the data or project requests. Ability to query publicly available data resources and create composite indicators that can be presented. Must possess strong analytical, critical thinking, communication, and self-motivation skills. Must possess excellent judgement/sound problem solving skills with an aptitude for continuous improvement. Ability to interpret/apply laws, regulations, policies and procedures. Must be proficient in Microsoft Word, Excel, Power Point and Adobe as well as knowledge of other similar software and internet research.
