AGENCY INFORMATION:
DAFS Financial Service Centers provide professional expertise to manage the financial activities of multiple state and quasi-state agencies with accounts that vary in size and complexity. Services for customers include grant management, federal reporting, budget management, financial analysis/reporting, processing payables and receivables, cash management and additional administrative functions. The Security and Employment Service Center (SESC) provides these services to four state agencies.
POSITION DESCRIPTION:
We are seeking a motivated individual with broad financial knowledge and leadership skills. The Deputy Director will be responsible for providing leadership to and overseeing numerous aspects of the Service Center. The initial focus of the position will be the development of new approaches to streamline accounting operations and implement sustainable efficiencies that can be executed by staff whether working on site or remotely. Additional focus is needed for ensuring that the staff is adequately trained, overseeing staff workflows, and helping to keep the staff well connected with each other and our agencies in our current work-from-home environment This position is based in Augusta, but it is anticipated that the position will be remote based (work from home) for at least a few months.
CORE FUNCTIONS AND RESPONSIBILITIES:

Encourage and facilitate superior customer service with all our agencies
-
Provide strategic accounting advice to management, customers and accounting staff
-
Incorporate process changes as required to promote efficiency as well as effective internal controls
-
Hire, train and retain competent accounting staff
-
Manage workflow of and provide oversight to accounting staff
-
Develop and maintain accounting policies and procedures to ensure financial accuracy.
-
Plan, organize and coordinate the year-end closing process
-
Communicate with internal and external auditors
-
Ensure compliance with Maine Revised Statutes, State Accounting Manual, GAAP, GASB, federal Uniform Guidance, and other governmental regulations and compliance requirements.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Knowledge of accounting principles, practices, and standards; preferably governmental

Ability to supervise and lead a staff of professional, technical and clerical personnel

Ability to manage a multifunctional activity

Ability to interpret laws, rules and regulations

Ability to identify and solve complex financial, human resource and management issues

Ability to establish and maintain effective working relationships and a team environment

Ability to balance customer service against applicable laws, rules, regulations, policies and procedures

Ability to represent the Department in various matters
MINIMUM QUALIFICATIONS:
Preference may be extended to candidates with professional certification such as a CPA, CIA, CGFM or equivalent -OR- an advanced degree such as an MBA in a related field.
The background of well-qualified candidates will demonstrate the following competencies:

A thorough knowledge of GAAP/GASB evidenced through formal education and/or practical work experience;

A proven ability to work collaboratively with financial services staff and program managers in arriving at thoughtful, best practice solutions that support the attainment of organizational goals;

An ability to be flexible and adjust to business needs while balancing multiple tasks and priorities;
-
A proven ability to lead a team toward successful accomplishment of the missions of the organization;

A solid ability to communicate effectively and efficiently to customer agencies, team members, management peers and executive managers in both DAFS and other Departments.
