The Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services that protect the public health and assist our customers in meeting their needs; and that assist families in providing for the developmental, health and safety needs of their children.
The Division of Program and Fiscal Coordination within the Office of Financial Management is responsible for the oversight and management of a $3.5 billion budget.
Reporting to the Commissioner’s Office, a Program Financial Officer ("PFO") in the Division of Program and Fiscal Coordination, is responsible for preparing and presenting budgets, and forecasting and providing financial analysis support for assigned DHHS programs to the Commissioner and program staff. The PFO assists office directors and program managers in interpreting and predicting future activity, analyzing data, and reporting on the fiscal status of public policy and programs. The PFO’s role is to ensure financial accountability and alignment between DHHS Program and DHHS policy, while also guaranteeing the efficient financial operation of your assigned DHHS Program. The PFO is responsible for problem solving and identifying potential solutions and process improvements alike. Other necessary skills include project, financial, and data management, and excellent communication skills. While representing the Commissioner’s Office, the PFO will be an active member of a team consisting of the DHHS Financial Services Center, the DHHS Division of Contract Management, program managers, and program staff.
In order to qualify, you must have a Bachelors Degree in Public or Business Administration or related field and two (2) years experience in budgeting, public finance and/or management -OR- a Masters Degree in Public or Business Administration or related field. Related professional experience may be substituted for education requirements on a year-for-year basis. Preference will be given to candidates with professional certification as a CPA, CGFM or equivalent -OR- an advanced degree in a related field such as an MBA.
The background of well-qualified candidates will demonstrate the following competencies:
A demonstrated ability to advise senior managers in matters pertaining to agency financial status and program budgets.
A demonstrated ability to successfully analyze complex financial issues using Microsoft Excel and other computer-based tools.
A proven ability to successfully partner with financial and program professionals in order to achieve a common goal.
Demonstrated leadership skills and experience facilitating group meetings focused on financial issues.

Level 1: 100% State Contribution = $470.99 biweekly (employee pays nothing)
Level 2: 95% State Contribution = $447.44 biweekly (Employee pays: 5%)
Level 3: 90% State Contribution = $423.89 biweekly (Employee pays: 10%)
Level 4: 85% State Contribution = $400.34 biweekly (Employee pays: 15%)
*The level of actual value of state paid Health Insurance will be based on employee’s wage rate and status with regard to the health credit premium program as of July 1, 2020.
